I was a little confused when I placed my order because I didn't see the promotion listed on the site and the price said $16.95 but when you go to your cart you'll see them as free. Additionally, you will still need to enter a credit card (or PayPal) because the shipping doesn't come off until the next page when you select the economy shipping. Don't get confused because the standard shipping is default and you will have to select economy.
